Windows 10: Taskbar Flicker

I have had this problem for a while now, i contacted Microft Support and was told to "disable all my non Microsoft apps" withing MSCONFIG. I did this and my PC would not boot. Another problem added to a simple first issue.

Anyway............. Managed to get my PC started and the taskbar still flickers. I have tried disabling apps. did a reg clean, rebooted, unistalled apps that microsoft say could be defective but nothing seems to fix it :-

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
