Windows 10: Taskbar icon missing when pinned

The icon for one of my apps Telegram is missing when it is pinned to the taskbar. The icon looks fine on the Start Menu and when it is not pinned, but goes away as soon as I pin it.I tried rebuilding the icon cache, restarting explorer, running `SFC /SCANNOW` and `DISM /Online /Cleanup-Image /CheckHealth`, but the problem persists. This is on a new install on a new PC.Other taskbar icons work as expected, but I have had a long-standing issue with taskbar icons missing, across different computers, which would normally go away after rebuilding the icon cache.

Thank you. I followed the path you suggested but the Radeon Settings icon...in fact, all the taskbar icons on the right hand side of the taskbar are missing from "...user pinned/ taskbar."

I added a third step to the first suggestion, which worked for me:

1. Choose start> All apps,

2. Scroll to the application you want to pin, right click and then click
Pin to taskbar.

3. When the desired icon tile appears in the desktop box, left click on it and drag it into the task bar.

Are you referring to the clock system icon on the taskbar?

If so, I suggest you to follow the steps mentioned below:

• 
  Click on the search bar on the taskbar.
  
• 
  Type system icons.
  
• 
  Under Turn System Icons ON or OFF, turn On the Clock and check with the issue.
