Windows 10: Taskbar items not working properly

I noticed a while ago I couldn't open my calendar by left clicking on my clock as I normally did. Then I realized clicking the volume button wouldn't open the volume control, and now I find right clicking on or hovering above apps in the taskbar i.e. File Explorer does nothing. I've tried restarting explorer.exe and I've updated to the latest version of Windows 10 but nothing seems to fix it. Does anyone have any experience/fixes for similar issues?

1. Which build version of Windows 10 are you using currently?
   
2. Are you aware of any changes made to the PC prior to which you weren’t facing this issue?
   
3. When you say, “Toolbar”, are you referring to the taskbar on Windows 10?

Assuming that you are referring to Taskbar on Windows 10, I would suggest you to try creating a new user account, as you have already tried using the PowerShell commands. Refer the article

Create a local user or administrator account in Windows 10 and see if the Taskbar is working fine.

taskbar and menu items not working

If you go to the settings and click open the account tab do you see your self as the administrator. If not it indicates that you need to create one or give your self the access. The error you got also indicates that you are not authorized to change the settings.


while looking in to this I came up with a possible other solution:
"I had this issue as well. The following helped me:1) Run "/sfc scannow" in Administrative Command Prompt
2) Create a new user account
3) Log out of current account and sign into new account
4) Wait a few minutes then sign out of new account and log in to your account
5) Open start menu"

Windows 10: PuTTY does not work correctly with the taskbar context menu?

I also updated to the latest version of Putty (v. 0.67) and found that it still did not work (even after re-pining). However, I realized that I had to remove all my Recent Sessions for it to work properly.

I did the following:

• Unpin Putty from the taskbar
  
• Start Putty and re-pin it to the taskbar.
  
• Close Putty
  
• Right-click the Putty icon on the taskbar.
  
• Right-click each of the items in Recent Sessions and select Remove from this list)
  

This fixed it for me (all the steps might not be entirely necessary, but better safe than sorry).
