Windows 10: Taskbar moving to the main display after sleep

Hello,on my desktop pc i have two monitors and i have the taskbar set on the secondary display.when the pc goes to sleep or the monitors gets turned off my taskbar moves from the secondary to the primary display.the secondary display connected via DP is like being completely disconnected when shut down or during sleep while the primary one doesn't HDMI.I had this problem since a few years, meanwhile i changed pc and monitors but this keeps always happening in the same way.Is there a way to make windows remember the taskbar position after disconnecting/reconnecting the monitor? or there is

Moving the taskbar

You can customize your taskbar to pin your favorite apps to it, move it to where you want to display on your screen, and specify how taskbar buttons group together when you have more than one window open. To address your question, we suggest
that you follow these steps on how to move your taskbar to a different location on the screen:

• Open Settings and choose Personalization.
• Select Taskbar.
• Under Taskbar location on the screen, click the drop-down menu and select
  Bottom.

Display will not sleep.

I suggest you to follow the steps provided below and check if it helps.

• Click on Start>Settings>System.
• In the left navigation pane, click on Power & sleep.
• In the right pane, select the time limit for the system to go to sleep from the drop down list.
