Windows 10: telsta mobile broadband manager USB 4 G dongle

after resetting my pc i lost the telstra dongle app to be able to connect yo wifi. how do i get this app back

Could not browse sites whenever using the USB mobile broadband dongle

Whenever I connect using the USB mobile broadband dongle, I could only surf the internet for ~2 to 3 min and the browsers (Edge & Chrome) could not load any of the sites. I verified the internet connection by using the stock trading software with live data
feed and the connection is good. This problem is only happen when I use USB mobile broadband dongle. No problem on using wired & WIFI connection to surf the net.

I have tried couple things but all of them could not solve my problem.

1. Verify the dongle is not faulty by using it on another Windows 10 notebook computer

2. Uninstalled Norton Security

3. Uninstalled USB dongle driver from "Program & Feature" and reinstall the driver
4. Set internet protocol preferred DNS server & alternative DNS server to Google site.

5. "netsh int ip reset c:\resetlog.txt" and also "netsh winsock reset"

Please help if you know the solution. Thank you very much.
