Windows 10: "Teredo unable to qualify"

The Teredo network adapter is not in the computer and I can find it anywhere not even with the legacy hardware.

I tried all that crap from the Microsoft website and I can't do half the stuff cause it don't show up anywhere. This is really annoying cause i got a new $1700 laptop and this built in feature to talk with people on live don't work all i get is this "Teredo unable to qualify" crap. I admit that i was in my task manager and saw what i thought sounded like something vary bad and deleted it and i don't know what it was... I need help what can i do that don't involve sending my laptop somewhere or chance attempting to reset everything and lose functionallity of like 20 other things that happened when I attempted that on a cheep laptop a while back.

(It basically made internet surfing and typing the things only functions, not even the built in mouse would work anymore...it was bad...so I wish to avoid that from happening on my good laptop)

Teredo is unable to qualify.

The issue I'm having is my xbox app says teredo is unable to qualify and none of the steps in this link worked. https://support.xbox.com/en-US/xbox-on-windows/social/troubleshoot-party-chat

Besides that I am not sure where this problem could be coming from.
