Windows 10: the installation failed in the safe_os phase with an error during boot operation

Trying to upgrade a Windows 7 machine to Windows 10 using the Media Creation Tool 1909. Install rolls back with this error.

Didn't see a BSOD or memory.dmp files.

Installation of Windows10 failed in SAFE_OS phase with error in BOOT

I tried to install Windows 10 on my Samsung RX511 laptop but the installation failed towards the end of the installation procedure with the message:

0xC1900101 - 0x20017

The installation failed in SAFE_OS phase with an error in the BOOT operation.

Has anyone experienced this failure on a Samsung RX511 laptop and found a fix for this problem?

Original title: Failed WIN10 install.

Have attempted 3 times, the last using the ISO files, but keep getting error: 0x1900101 - 0x20017, "The installation failed in the SAFE_OS phase with an error during BOOT operation"

Can anyone please help me
