Windows 10: The Installer Encountered Error 1612?

What does "The Installer Encountered Error 1612" mean when I try to install Google Earh Pro? More importantly, how do I get around it? After Windows 10 updated the system could not be repaired, could not be repaired and did not work in any form or fashion other than it could not be repaired. I am trying to load my programs back onto the machine and I am getting an 1612 installer error when trying to install Google Earth Pro. What is it really and how do I get around it?

I am trying to intall the latest version of Nokia Ovi Suite 2.2.1.23 And keep getting Installation operation failed.Unknown error (code: 1612).

Have tried:-

Nokia PC Suite Cleaner

Uninstall Ovi Suite, PC Connectivity solution and Nokia Connectivity cable drivers from Add/remove program Delete the files from...

C:\Documents and Settings\User\Application Data\Nokia\Ovi Suite C:\Documents and Settings\user\Local Settings\Application Data\Nokia C:\Documents and Settings\All Users\Application Data\OviInstallerCache Used MSI clean up utility Restart PC.



Any solutions please...
