Windows 10: The requested operation requires elevation run as administrator

So my whole problem kind of originates with trying to play Forza Horizon 4 on PC, currently I have tried most "solutions" to solve the issue that won't let my play online with Horizon 4, I've changed my DNS, played around with settings regarding the Teredo Adapter and just many things that have either helped other people, besides me.

My main problems are that some of the solutions I try require me to use cmd prompt and doing "netsh interface teredo set state []", when I do this it says, "the requested operation requires elevation Run as administrator. In regards to that problem and going down that rabbit hole, I've tried a little bit of everything, changing permissions on my drives specifically my D: drive where FH4 is saved to counteract the titled "run as admin" problem; still nothing.

Right now I am completely lost to what to do next, I keep running into the dead end which is "run as admin" and all the solutions I've tried to counteract that, have yielded zero results... I just want to play Forza... aha.

Any help or advice would be GREATLY appreciated.

When ever I am trying to access any application with : Run as administration, it gives me to " continue with username and Password.

I login it with username and password it shows "The requested operation requires elevation:.
