Windows 10: The snipping area that is highlighted lags behind the cursor in Snip & Sketch

While using the Snip & Sketch tool to take screenshots of specific parts of the screen, the highlighted snipping area lags behind the cursor. It takes up to 2 seconds for it to catch up with the cursor and it is extremely hard to use because I can't properly select the parts I want to snip. I am not sure if this was because of a newly added program or a recent update I had done but I can't seem to find out why it is happening. I have tried uninstalling and reinstalling, terminating and resetting and all other suggestions I've seen online for previous issues like checking the delay etc. The

When i open the Snip and sketch tool I am able to select an area and copy it. However none of the pencils, icons are active I am not able to select them and draw or highlight anything on the clipped item. what is wrong??

My snip & sketch is lagging bit time when I try to outline the area that I want to snip. Any recommendations on how to resolve this?

My snip and sketch tool has stopped working. I open the app, select new, highlight the area to snip but then nothing happens. I have tried refreshing the app and uninstalling and reinstalling but neither have resolved the issue.
