    Actually, I'm a little "late to the party" BUT, I've just began to explore the "Photo App" in Windows 10 as it pertains to Video Conversion. Don't get me wrong, I can appreciate the intent of this application, even to the extent that it is not a 'native' Windows Application and therefore "DOES NOT PRESCRIBE TO THE CONVENTIONAL WINDOWS PROTOCOL" (file system, cut/paste, etc.), and is therefore in dire need of that disclosure up front, particularly for us 'dyed in the wool' windows users (poor unfortunate souls that we are) who have 'resisted' buying Apple/Mac virtually since the beginning.


    I say this because, although I might have missed it, there is no 'permanent' indication in "Photo App" to inform Windows users that the Photo App file structure and protocol is a distinct departure from the every day windows 'routine' to which we ALL have become to know and love. We cut, we paste, we rename, we even 'drag and drop' - all the conveniences, borrowed or not, that made Windows great. But to not, so inform the hearts and minds of the typical Windows user, up front, in a prominent fashion that, we lose all classic Windows file manipulation, "EXCEPT as provided by OneDrive", has resulted in 100's of 'How can I find this, or convert that, or where is this file located forum questions. AND, that's not nearly as bad as the Windows experts that obviously can't recognize 100's of essentially identical questions that permeate the forum, which technically have the same/similar answer (that I have yet see), and that answer is . . ." it can't be done, except through OneDrive", and that's NOT the Best Answer, it's the only Answer that the user's are unaware of, as they get an absolute litany of folderol for answers. The Microsoft Community usually does a better job. BTW, the appropriate category for this response is: Photo/Video Apps and Conversions.

    Welcome to Microsoft Community.

    The Photos app brings together pictures from all your devices using OneDrive, so that you can browse them by date, album or folder. It also automatically enhances photos, and creates albums for you, to showcase your best shots.

    I suggest you to follow the methods below and check if it helps:

    Method 1:

    I suggest you to change the Default apps in the setting app and verify the result. You may follow the steps in the below:

    • Go to settings and system.
    • Click on Default Apps and select the appropriately.

    Method 2:

    I suggest you to reinstall Photo app using the PowerShell command
    and reinstall using the Windows store. Follow the below steps.

    • Open the Start menu, type Windows PowerShell in the search bar.
    • Right click on the Windows PowerShell and select Run as administrator.
    • Enter the below command to uninstall the Photo app.

    •   get-appxpackage  *Microsoft.Windows.Photos* | remove-appxpackage

    Thank you for posting in Microsoft Community, we appreciate your interest in Windows 10.

    As you are facing issues with accessing photos in Photo app, I suggest you to try the below and check if it helps.

    Since reinstalling the app does not work, this issue might be due to corrupted system files.

    Step 1: Run SFC scan.

    System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

    Follow the below steps:


    • Right click on the Start button, click on
      Command Prompt (Admin).

    • Type “sfc /scannow” without the quotes and hit
      Enter.

    • After the scan, restart the computer and check for the issue.

    Step 2: To check if there is any problem with the app, I suggest you to run Windows Store App troubleshooter.

    Windows Store Apps Troubleshooter, troubleshoots problems that may prevent Windows Store Apps from working correctly.

    Follow the below steps:


    • Type troubleshooting in the search bar on the Taskbar.

    • Select Troubleshooting.

    • Select View all on the top left corner.

    • Click on Windows Store Apps.

    • Select “Advance” and click on “Run as Administrator”.

    • Click “Next” and follow the on-screen instructions to complete the troubleshooting process.

    We suggest that you reset Windows Photo app. Follow the steps below:

    • Press Windows key + R.
    • Type %appdata%\..\Local\Packages\Microsoft.Windows.Photo_8wekyb3d8bbwe\LocalState
    • Delete all the contents of the folder.
    Give it a try and let us know how it goes.
