Windows 10: There is a virus in my computer and i cant reset it

I downloaded a link from an ad accidentally and it opened the command thingy and did some stuff and I couldn’t do anything, after that my computer restarted by its own and when it turned on again it said Preparing Automatic Repair and then after that its said Your PC did not start correctly after that i clicked Advanced Opinions and i tired everything half of them said You need to sign in as an administrator to continue,but there aren’t any administrator accounts on this PC and i am sure there was one its the virus who deleted it, and when i tried to reset it some times it works but it

i think me computer has a virus when i start it up there are no short cuts or task bar( thing with the start button) any suggestions on how to fix it? thanxs

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
