Ok, we need to go back to basics.

    First please check your disk.
Download and run Hard Disk Sentinel (trial) and post a screenshot of the result.
    If ok, proceed.

    Now check your file system:

From an admin command or powershell prompt
[Windows key + X, click command prompt (admin)]
    chkdsk C: /F
Your PC will need to restart.
Post back the result, which you can get after a restart as follows:
Read Chkdsk Log in Event Viewer in Windows 10 Windows 10 Performance Maintenance Tutorials
    or

    or
How do I see the results of a CHKDSK that ran on boot? - Ask Leo!
Make sure the result is clear or fixed- else do not proceed.

We already know SFC /SCANNOW won't help.

I would then suggest you perform an in-place upgrade repair install which keeps all programs and data.

I don't know how to replace the file reported; someone else may.
Repairs to services have not been performed, as the program says; an in-place repair should deal with all of that.

I ran Hard Disk Sentinel, here are the results.

I'm going to reboot and have the chkdsk run and will post the results.

Excellent... so if you agree, the next stage is an in-place upgrade repair install.

Make sure there's at least 500Mb unallocated space on your system drive, and no spare space on your other drive. This should make sure all partitions for Windows are on your system drive. You should have about 20Gb free space on C:

I always recommend that if you're not already using disk imaging routinely, it's a very good idea to start doing that before a major change to your system. Just in case you end up with an unbootable PC.

E.g. Macrium Reflect (free) or similar + external storage for its disk image sets.

Repair Install Windows 10 with an In-place Upgrade Windows 10 Installation Upgrade Tutorials
    - essentially download a win 10 iso the same as your base build, boot normally, and run setup.exe from that.

Familiarise yourself with the tutorial if you've not done this before.

I'm not sure this is what I want to do, but I'll look over the information and then make my decision.
    Thanks for all the help.

It's a safe procedure, I'm offering nothing else.

    You could always clean install.

You can try using DISM (see the tool under Kyhi's boot disk at the top of the Software and Apps section) - it could take you a lot of time trying.

I've decided to go through with the in-place upgrade repair install.

I'll report back after all is done.

    Thanks again.

Well, I did the in-place upgrade repair install and I'm receiving undated as I type this, without that funky error code.
