Windows 10: This app has been blocked for your protection, mmc.exe

I got an expired version insider version of Windows 10 Home Single Language 2004 OS Build 19631.1


I tried following this thread butI can't run mmc.exe and any apps with .msc extension therefore I can't execute gpedit, getting the same problem.







I disabled Smart Screen for applications.

I am the admin and a single user of my PC and executing as thedoesn't change anything.


If I run them from a command prompt with admin rights, it works.

sfc /scanfile=C:\Windows\System32\mmc.exe

Windows Resource Protection did not find any integrity violations

Try to start it yourself. See what happens. It is only a shell for the Microsoft Management Console.

In the search at bottom left of taskbar (Cortana box), type MMC. First choice at top of results box should be





Click that choice. You should get





It doesn't do anything by itself, it's only a shell. It needs "snap-ins" added to it in order to actually do something. Event Viewer is an example of a MMC with a snap-in for viewing system logged events.

If you can get to this, then your other "programs" that are calling MMC don't have the privilege to run it.

Be cautious deleting Catroot or Catroot2. They are used by Windows Update. More info here: How do I Delete all contents of catroot2 folder but leave the catroot2 - Microsoft Community

 

Fix: mmc.exe "This App has been Blocked for your Protection"

Any fix found?
I can't open mmc.exe, secpol.msc, etc
Can't install driver.
sfc /scannow fail "Windows Resource Protection could not perform the requested operation".

also can't do troubleshooting



Help please.
