Windows 10: This app is preventing you from shut down

While I am restarting or shutting down my pc, this window comes up and stays for some second. The app name/icon which is preventing me from shutting down is not clear. What's the matter? Is it a virus?

• What changes have you made to your computer before this issue happened?
• Is the same issue happening even if you close all of the running programs on your computer before shutting it down?
• What troubleshooting shooting steps have you done so far?

win 10 will not shut down properly

• Is this an error message Explorer\windows\settingsync\BackgroundUploadTask? If yes, where are you getting this message?
• If possible, can you send us a screenshot?
