Windows 10: This sign-in option is disabled because of failed sign-in attempts or repeated shutdowns

I didn't use my computer for a while and tried switching on and logging in. It said "this sign in option is diables due to..... " So I waited for two hours and was able to login, next day when I opened my computer same thing repeated I chose 'forgot password' and verified my account and logged in... I tried updating my pc , changing password,changing login pin, I even reset the pc and re installed windows still the same problem continues... So every time I have to select forgot password and have to verify my account to login... Please some one help me fix this issue

"This sign-in option is disabled because of failed sign-in attempts or repeated shutdowns. Use a different sign-in option or keep your device powered on for at least 2 hours and then try again" This message comes up almost everytime laptop is turned on, it hasn't had incorrect pin put in or any failed sign in or repeated shutdowns. The laptop only has pin or fingerprint options to sign in and it won't allow either without waiting 2 hours which is veri impractical. Is there a way to stop this happening?

It's an hp laptop, I think it's windows 11
