Windows 10: This thread is locked

I have the exactly same problem as the thread (https://answers.microsoft.com/en-us...e-format/9b8b7401-1e83-4730-a75d-246b3d1ad7d0) after I upgraded Windows 10 from build 1803 to 1903.


Will Microsoft investigate the problem and releasing the fix?


I have updated to the latest version of Windows 10 build 1903 (OS build 18362.356) and Outlook 2013 (15.0.5163.1000)


The answers mentioned in the thread provides a shortcut to change the date format manually, but the problem is that each time Outlook 2013 is opened, the date format always reverts back to the system default immediately.


I have tested open Outlook 2013 in safe mode, disable all add-ins, open without email profile, .... All these doesn't help.


Will the thread be unlocked and let other users sharing their experiencing and solutions if any?

My problem is in viewing youtube vdeos the picture zooms to a small part of the picture as soon as play is pressed.

One suggestion somewhere was that the thread was locked which I dont understand and that I should unlock it to access overlay????

 

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

Windows Spotlight is an option for the lock screen background that displays different background images and occasionally offers suggestions on the lock screen.
To turn off Windows Spotlight, go to Settings, clickPersonalization,
select Lock screen, under Background select a different lock screen background.

To avoid messages on your lock screen, you can consider the following:

• Make sure that the "Get fun facts, etc" on your Settings is turned off.
  
• Disable “suggestions” that appear as notifications. To do so, follow these steps go to
  Settings, then select System, then click
  Notifications & actions and turnoff “Show me the Windows welcome experience after updates and occasionally when I sign in to highlight what’s new and
  suggested”.
• Disable “tips, tricks, and suggestions”. Head to Settings then select
  System, then click Notifications & Actions and disable the “Get tips, tricks, and suggestions as you use Windows” option.
