Windows 10: Toshiba external hard drive not recognized

This is a Toshiba 3Tb external hard drive I have used in the past and it worked fine until one day I got this error. I have tried updating drivers, windows says I have the latest version. I've looked into partitioning, windows doesn't even show the hard drive. I have unplugged and plugged it back in. I have disconnected the power supply for 10 minutes and reconnected it. I have uninstalled the driver and reinstalled it on the highlighted USB and all the USB hubs. I have disabled the USB selective suspend setting. NOTHING is working please help.

#1) I have tested the external drives in three different computers, win10 pro, Win10, and XP. The results are identical. When I plug in the external hard drive windows signals a new device with an audio signal and the light comes on on the external drive. The results on all three pc's is identical in disk manager, file explorer and device manager.
#2) I have tried all solutions presented to me by FreeBooter, from the simplest solution of uninstalling the external drive in device manager and rebooting windows, to using the various third party software that was suggested, obviously with out success.
#3) The attached screen shots will only show one of the drives attached because I don't have enough free USB ports to attach two drives and I didn't think it would have been a good idea to use a hub.
#4) one strange thing about one of the drives is that now device manager lists it as a Toshiba drive although it is a Western Digital.
#5) Sorry but I have no way of getting a photo of BIOS

Please answer these questions to assist you better.

1. Does your Toshiba gets recognized and works in other computer running Windows 10?

2. Does the external hard drive shows in device manager when you plug in?

3. Have you installed all pending Windows updates?

Once you are on the desktop, install any pending updates on the pc to check if that helps. Updates are additions to software that can help prevent or fix problems, improve how your computer works, or enhance your computing experience.

I would suggest you to follow the Methods below.

Method 1: To check if the hard drive is recognized in Device Manager.

First, let’s check whether Windows detects the drive when you plug it in. Plug your removable drive into your computer. If it’s an external hard drive, you may have to flip a power switch on the hard drive to activate it. Some heavy-duty removable hard drives
may even have to be plugged in with a separate power cable before they’ll work.

1. Press Windows Key + R.

2. Type diskmgmt.msc into the Run dialog, and press
Enter.

You should see your external drive listed in the Disk Management window

Method 2: Install the latest Windows Updates

This method will install the latest device drivers for your USB external hard drive.

1. Click the Start button, type Windows Update in the Search box, then click Windows Update in the results pane.

2. Click Check for Updates. After the scan is complete, click
Review optional updates.

3. Click the check box next to the updates, then click Install updates.

4. If prompted, review the license agreement, then click I Accept.

5. Follow the onscreen instructions to download and install the updates.

6. If prompted, reboot your computer.

Also install motherboard's latest chipset drivers from manufacturer website.
