Windows 10: touchscreen

Hello I am having trouble with my HP computer with windows 10 and all current updates. Every 5 minutes or so my computer will start going threw this stage where the touch screen will start messing up. What happens is the mouse will move in different direction and move slower and it will switch pages and open random tabs as well as right click on stuff. If I don't touch my touchscreen when this happens nothing will happen. I noticed then and right away it was like well it's most likely a virus right. It sounds like typical virus stuff to me so I did a full scan on my computer and it said there were no infected files. So it reset my computer with my files and the issue was still there so I did a complete factory reset no files. Problem was still there so I went to the help icon in setting and asked what I should do and I was told to download the Microsoft malicious malware removal tool and did. Did full scan and no infected files. I talked to someone else and they said that it might not be software that my touchscreen itself might be messed up and now I'm at a loss is it a virus or is it my touchscreen? What do you think? It seems to be getting worse with time.

Touchscreen monitor

Hi, I'm looking into buying a touchscreen monitor for use with a Dell Inspiron 660 desktop pc rnning Windows 8 in order to fully utilise the touchscreen facilities of Windows 8.
I'm preliminary looking at the Iiyama T2250MTS or T2452MTS touchscreen monitors. Anyone had experience of these, do they fully work under Windows 8?
Any other suggestions of monitors in the £200-£350 range?
