Windows 10: Touchscreens and motherboards

I have a HP Laptop Touchsmart that displays horizontal lines and freezes on boot. On occasion it will boot all the way up and usable. I have determined that it is not the screen itself, but must be a problem in either the integrated graphics or motherboard.

I thought I would replace the motherboard. The laptop is old enough that parts are not readily available. I found a similar laptop (no OS installed) so they don't know if it is touch or not.

My question is...does a MB have to have touch capabilities built in or is it software driven if you have a touch screen?

Touchscreen monitor

Hi, I'm looking into buying a touchscreen monitor for use with a Dell Inspiron 660 desktop pc rnning Windows 8 in order to fully utilise the touchscreen facilities of Windows 8.
I'm preliminary looking at the Iiyama T2250MTS or T2452MTS touchscreen monitors. Anyone had experience of these, do they fully work under Windows 8?
Any other suggestions of monitors in the £200-£350 range?
