Windows 10: Tried numerous suggestions for resolving administrator permissions

I have tried so many different suggestions from Microsoft support to resolve not having right permissions. I now have numerous attempts and created more administrator accounts on start, in order to download Windows 10 updates, and many other attempts at downloading programmes I know have worked for me in the past. I'm now just fed up at not being able to use this PC with Windows 10 as I need to, and would like.

I had previously opted into Windows Insider Programme, and also followed support suggestions to opt out however, to no avail and even more frustrating! Please help me before I turn into Basil Fawlty, and end up head-butting my laptop, repeatedly?!

Let us assist you to have an Administrator permission. To start, follow the steps below to enable the Windows Super Administrator Account.

• Type CMD on the search box.
• CMD will appear at top.
• Right click on it, then choose Run as administrator.
• Type this command & hit Enter: Net user administrator /active:yes.
• After you enable the Super Administrator account, log out on your existing account then log into Super Administrator account.
• On the Super Administrator account, you can now create an Administrator account or give Administrator permission on the existing account.

After you created an Administrator account, we suggest that you disable the Super Administrator account by following the same steps and using this command:
Net user administrator /active:no.

Folder won't open due to permission issue

I suggest you to sign out from the current account, restart the computer and log in with Administrators account and

check if it helps to resolve the issue.

  Under Group or user names, tap or click your name to see the permissions that you have.
  
  To open a file, you have to have the Read permission. To change the permissions of a file or folder, follow these steps.
  
  Important you must be logged on as an administrator to change permissions on files and folders.

  Press and hold or right-click the file or folder, and then tap or click
  Properties.

  Tap or click the Security tab.
  
• 
  Under Group or user names, tap or click your name to see the permissions that you have.

  Tap or click Edit, tap or click your name, select the check boxes for the permissions that you must have, and then click
