Windows 10: Trouble scrolling.

When I try to scroll with my mouse wheel, it scrolls a few lines, stops, scrolls up a click, rinse and repeat. Scrolling is now very frustrating for me, and I've restarted my computer, unplugged my mouse, used a different mouse, and nothing worked.

Essentially, for some reason, I can't scroll like a normal person.

Any fixes to this/has anyone experienced this issue before?

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

 

Trouble with scrolling

I just did the latest windows 10 update. Since then I have had nothing but trouble scrolling. It doesn`t matter what I do in settings. I scroll with the bar or the touch pad and it just takes off and won`t stop until I click 3 or 4 times. I am really annoyed
and this is pushing me another step closer to switching to a Mac.

I am not the most tech savvy either so I need the easiest instruction possible.

I would really appreciate any help you can give.
