Windows 10: Trouble Shooting Cortana

I had problems with Cortana, I brought an additional copy of Windows 10 {OS10} Contana worked as long as I was installing the OS on to a HDD.

Than when it finished the installing the OS System then the Cortana program stop functioning, Then I went to work on the other OS System I brought and found out Cortana will stop working if :

1. you consolidate your e-mails, and log in on one that is not the same as your Local Account {Administrator} so I delete all e-mail accounts all but 1 {My Yahoo.com Account and mark that as my local account {Administrator Account} and kept my Microsoft account but I didn't sign-in on that account. Then rebooted, and low and behold contana started working again.

2. My Question has anyone tried his solution, instead of telling people to buy Re image?

and other programs? Personnel thoughts on that {it is a registry cleaner and that all try and use for anything else and it's a waste of time. {and yes I used it!} and I not the only one with this opinion, I could throw names out there but I let people figure it out for themselves, all a person can do is relate what they did and what they tried.
