Windows 10: Trying to update 1809 to 1909, keeps getting stuck at 91%

HP Pavillion Laptop, Core i7 (8th gen), 8gb ram, only a couple years old. W10 is trying to update from 1809 to 1909. We've gone though this a few times over the last few weeks, and each time it ends up getting stuck. Let me clarify:

-Within Windows 10 Settings, I go to Update and Security. The 1909 updates downloads and installs there, no issues. It then goes through several reboots, and eventually gets to the blue screen that says "Working on updates 91%" and "Don't turn off your PC , this will take a while"

For this last attempt, we started the process yesterday morning, and it ran within Windows for most of the day before the first reboot. Now it's been at that blue "91%" screen for about 15 hours. There is an occasional flash of the HD activity light.

The first time it did this I forced a power off after it was stuck at this screen for hours. I cleaned out C:\Windows\SoftwareDistribution thinking it was a bad download, and hoping to force it to download everything again. That was a couple weeks ago. Yesterday it did download it all again, but we got the same result.

I'm at a loss. Suggestions?

Windows update gets stuck at 91%

Hey,

the latest Windows 10 update gets stuck to 91% every time I try to update. Last night I ran the update over night (started in the evening around 9PM, and at 10PM it was already at 91%. In the morning at around 10AM, the update was still stuck at 91%. This
was my third time trying to do the update, the previous attempts turned out the same (although I did not wait as long in the first two attempts).

Right now my Windows version is 10.0.10586.

Ran the update troubleshooter, and it did not find any problems. What can I do to make the update go through?

Upgrade stuck at 91%?

Hi all - updating somebody's desktop from Win10 1803 to 1903 via Windows Update. It's currently stuck at 91% and has been there for like...3 hours now. Do I just keep waiting?

They work from home and this is their 'work PC' so they are losing business by not having it, but this is taking FOREVER.

Do I just keep waiting or do I restart and try to solve this somehow? It has not budged from 91% since 1pm (it's 4pm now)...
