Windows 10: Turn on Windows 11 Security feature for downloaded apps

I recently was helping a friend install a driver for a Wacom tablet. The tablet is around 10 years old and the appropriate driver would not install. I got a prompt that a Security feature in Windows 11 was blocking the installation. I was to go to the Security section and change the preference for blocking apps. I wanted to activate the feature again but it won't allow me to choose that option. Will I need to reinstall Windows 11 or is there an easier way to return this feature to default option. Here is a statement from a Kernal Developer at Red Hat:

I'm not sure this exploits the legacy BIOS but rather it exploits the legacy boot method on MBR drives, injecting a signed key before the OS boots, which you are correct in that it has nothing to do with Windows 8. And the simplest fix would just be to require boot drives use GPT when Secure Boot is enabled in UEFI.

There's a possibility that the SmartScreen option is on that's why you're unable to install downloaded apps. Let's try to turn it off and see if it helps. See the steps below:

• Open Windows Defender Security Center from your Start menu, desktop, or taskbar.
• Click on the App and browser control button on the left side of the window.
• Click on Off in the Check apps and files section.
