Windows 10: typing special characters

I've searched everywhere for an answer to this - it's actually a 2-part question. - I know that with a numeric keypad you can type the guillemet symbol via alt+124/125, but on a laptop pc with no numeric keypad is there a way to type it without always copying and pasting? I have a russian keyboard installed, but the guillemet symbol is not on it.- Is there a way, while in the Russian keyboard, to type brackets [ ] without constantly having to switch back over to the English keyboard? This is another symbol that's not on the Russian keyboard. This problem occurs on both my desktop and laptop.I

May i know what are teh special characters that your are trying to type on your message editor?

Could you please provide the detailed list or the combination of keys being pressed.?

Special characters ^

How do you type the special character ^ (it's what you get when you type Shift-6 on a standard keyboard). I cant' find a way to get this character on the keyboard -- I'm forced to use copy/paste to copy the character from another source and paste it where
I need it.

I would suggest you to use Shift + special characters keys such as #, &, @, {,}, [,], on the login screen check if it helps.

Try to runHardware and Devices troubleshooter.

• Press “Windows key + X” and type “troubleshooting”.
