Windows 10: UI problem

Hello,my ui on my hp windows 10 laptop has been playing up Upon startup it only selects the bottom right icon on desktop,and its stuck there,any selection i make only selects the bottom right iconIt only gets fixed once i start using the arrow keys for selection I did a test with safe mode on without network,it still happens,and if a do startup with safe mode with network,the windows application stops respondingI did an antivirus scan on normal booting,and i wanted to scan again on safe mode for rootkits but my windows just stopped responded once i did safe mode with networkHelpAttached below

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.

 

New Steam UI out today!

I feel like an old man but I hate this new UI. Its to confusing. Plus my firends list stopped working.

 

File picker UI problem.

I ran the file checker scan, then rebooted the device, however the problem persists. Any other suggestions to remedy the problem?

I tried attaching a file to an e-mail, but the same thing happened. The file picker UI is unresponsive. What can I try next?
