Windows 10: Ultimate Game pass won't allow me to install a game?

Hello all, I am unable to download Fallout 76 the microsoft store won't recognize that I own the Game Pass in the app that downloads the game. When I click it, it demands that I buy game pass which I already own. This is the worst customer service I have ever received, and hell I have had Comcast. They kept me on the phone bouncing me around and not actually providing any assistance for over 2 hours a few days ago, before demanding that I set up a call back, which I did. This was 4 days ago, and now they won't even provide a way to look up the complaint by case number. Thankfully, I wrote

Xbox game pass ultimate games not letting me install

Hi, i just purchased Xbox game pass live ultimate and when i went to install games such as The Outer Worlds it does not let me install the game even though i have the game pass live ultimate. It shows this Screenshot - 206c685698a4e0a4b8f2ff2d693962a8 - Gyazo .
Though some games such as state of decay 2 it allows me to download. could not find a fix online to this that worked so hoping i can get answers here.

So today, I bought Game Pass Ultimate off the Microsoft Store on PC. I go to download a game and when I press install, I only have the option of installing it on my Xbox, even though I want it to be installed on my PC, does anyone know how to make it install
the game onto my PC?
