    This is a problem I've had for a while and I've seen many posts online asking the same question. A lot of the responses or solutions have revolved around using reagentc to point to the correct recovery folder see here. This solution didn't work for me and there seem to be other people who, like me this solution didn't work. I've finally sorted my issue so I thought I'd post my solution here in case it works for anyone else.


    What I did in the end was mount my boot partition. In there I found the recovery folder in 'EFI >> Microsoft >> Recovery' I have absolutely no idea why it would have ended up here when everything I found online would suggest that it should be located in the main C:/ drive but once I'd found it I ran 'reagentc /enable' and it worked. I've now created a recovery USB.


    Just to give you an idea of my setup I using a ASUS Prime X570 Pro motherboard, Ryzen 5 3600, Aorus RTX 2060 and a SanDisk SDSSDXPM2-G25 Extreme PRO M.2 NVMe 3D SSD. I installed windows using a standard windows 10 usb installer. Windows is the only OS on the disk so I've not done anything weird or wonderful to it that should have changed anything from the defaults.

    • Do you have enough space in your external drive or disk?
    • Did you make any changes to the computer prior to this issue?
    • Have you created a recovery media previously on the computer?
    As per the issue description, it seems like you are unable to create a system image recovery driver using a USB drive on the computer as it prompts an error message “We cannot create a recovery drive on this PC. Some required files are missing.

    I would suggest you to follow the below steps and try to create a recovery drive and check if it helps.

    • From the taskbar, search for Create a recovery drive and then select it. You might be asked to enter an admin password or confirm your choice.

    • When the tool opens, make sure Back up system files to the recovery drive is selected and then select Next.

    • Connect a USB drive to your PC, select it, and then select Next > Create. A lot of files need to be copied to the recovery drive, so this might take a while.

    • When it’s done, you might see a Delete the recovery partition from your PC link on the final screen. If you want to free up drive space on your PC, select the link and then select Delete. If
      not, select Finish.
    You can also use Windows 10 media creation tool to troubleshoot problems when your PC can't start.

    As you are unable to create a system recovery drive on your operating system we will help you with this issue.

    Do let us know the following to assist you better with this issue:

    • Have you installed any third-party anti-virus software on your device?
    • For how long time does the process stuck with loading circle?
    • Were you able to see any error code/ error message with this issue?

    Try few of the below troubleshooting steps and check if it helps.

    Step 1: Disable the third-party anti-virus software and try to create a recovery drive.

    NOTE: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you
    have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

    If the issue still persists, I suggest you to uninstall the third-party anti-virus software.

    Step 2: Follow the below steps to create a recovery drive on your device.

    A recovery drive can help you troubleshoot and fix problems with your PC, even if it won't start. To create one, all you need is a USB drive.

    Follow:

    • From the taskbar, search for Create a recovery drive then select it. You might be asked to enter an admin password or confirm your choice.
    • When the tool opens, make sure Back up system files to the recovery drive is selected, then select
      Next.
    • Connect a USB drive to your PC, select it, then select Next > Create. A lot of files need to be copied to the recovery drive, so this might take a while.
