Windows 10: Unable to create new local user account

I'm on my Windows 10 Home PC logged in as Administrator local user and trying to create a new standard local user.

I go to settings -> accounts -> other users

I select "Add someone else to this PC" and it comes up with a new window headed "Local Users and Groups" telling me that I can't use this "snapin" see attached image. But I AM using the proper User Accounts tool in the settings Control Panel. Why does it refuse to create the new user for me?

Am unable to create a new user. Accounts -> Add someone else to this PC options is not working to create a new account.

Do not worry we will help you with this issue.

Try few of the troubleshooting steps below and check if it helps.

I suggest you to sign out from the current user account, restart the computer, sign-in and check with the status of this issue. As this might be a temporary issue.

Follow the below steps to create a new user account:

• Press Windows + X keys from the keyboard, click on
  Control Panel.
• Select User Accounts, click on Manage another account.
• Select Add a new user in PC settings, click on
  Add someone else to this PC and follow onscreen instructions.

Problem When Right Clicking on Empty Area and Can't Change to Local Account from Microsoft Account

As per the issue description you are unable to use right click and change the Microsoft account to local account. I would suggest you to follow the steps provided below and see if it helps you to change the Microsoft account to local account.

Follow these steps to create a “Local User account”.

• Press “Windows key" or Start icon.
• Type “users” without quotes in the search box.
• Then select “Users” from the left panel.
• You will get an option “Switch to a Local account” right below your user account name.
• Select “Switch to a local account” option.
• Enter the required details.
• Then login to the local account and check how it works.

If issue persists try to create new user profile as an administrator and see if issue persists in new user profile. For creating new user profile you may refer to the steps provided below.
