Windows 10: Unable to finish Windows 10 2004 update

I have a Pavilion laptop running Windows 10, I tried to do an update and it will tell me that I have plenty of room to update and start updating, it will go all the way through, then when it reboots it tells me that is is removing all files, then I am right back where I started. I have disable Windows Defender, unplugged my external drive. checked for errors ​

When you finish testing the Avast suggestion, make sure that you restart your machine.

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.
