Windows 10: Unable to get WSL 2 working with Docker for ARM on a brand new Surface 11 ARM machine

Just got two brand new top-of-the-line Surface Pro 11s last week, which of course use an ARM processor. My ultimate goal is to run SQL Server 2022 in Linux containers on Docker for ARM, using WSL 2 and QEMU for x86 emulation on ARM inside a container. But I have been incredibly frustrated, because I'm unable to get past the first step, which is running WSL 2. All attempts at "wsl --list" or "wsl --install" fail with "Class not registered. Error code: Wsl/CallMsi/Install/REGDB_E_CLASSNOTREG. Looking for solutions via Google and ChatGPT, but they all have me going in circles with dism and reboot

Arm processors are making inroads into Microsoft datacenters, helping them become more energy efficient by taking advantage of “dense, low-cost, energy-efficient servers with a small footprint, low power and performant compute silicon.”[2] Carbon emissions of hyperscale cloud services are fast becoming a significant factor in cloud purchase decisions. [3] From garage door opener to game changer Around the same time Windows RT launched in 2012 on the first Surface device, Arm introduced the concept of creating CPUs that could work fast and hard when needed, using only the high-efficiency cores for tasks that didn’t need lots of horsepower. Arm processors combine high-power & high-wattage cores with low-power & high-efficiency cores to create highly versatile multicore CPUs. If you’re checking your email or shopping online, the “little” cores can handle it without using much power. But if you’re playing games or streaming movies, the big cores kick in with more performance. We saw how the Arm architecture enabled smartphones to run for days on a single charge and took the same concept into the Windows framework. With their highly efficient energy, processing power, and heat ratios, Arm is rapidly cutting into the desktop and server landscape. With every iteration of the Windows support for Arm, we build Surface hardware to complement the software capabilities. Over time, we added more and more capabilities into Arm, such as :

Emulation: With Windows 11, both x64 and x86 applications can run in emulation.

Surface Pro 9 with 5G. Featuring the Microsoft SQ3 Arm processor built in partnership with Qualcomm, Surface Pro 9 with 5G comes with a Neural Processing Unit (NPU) providing AI-enabled enhanced camera and audio effects.

The Native Arm64 version of Visual Studio® 2022, announced at last year’s BUILD developer conference, is the first version of Visual Studio with native support for building and debugging Arm64 apps on Arm-based processors.

Windows Dev Kit 2023 (code name “Project Volterra”) is the latest Arm device built for Windows developers with a Neural Processing Unit (NPU) that provides best-in-class AI computing capacity, multiple ports, and a stackable design for desktops and rack deployment. Surface Pro X ships with an ARM processor. Currently ARM processors support only 32-bit programs. You may check the responses here- the marked answer and the link given by Barb that explains the ARM architecture in detail.

Microsoft has built Surface Pro prototypes with ARM processors Surface

If Microsoft’s Surface line had quite a big impact on the rise of 2-in-1 PCs, it’s quite interesting to see that the software giant let its hardware partners test the waters with Windows 10 on ARM PCs. We have yet to see a Surface PC with an ARM processor, but just like Apple is rumored to be working on ARM MacBook, it would be very surprising if Microsoft wasn’t interested in an ARM Surface.

As a matter of fact, the 10-inch Surface Go that Microsoft released last year wasn’t exactly the mobile tablet that Microsoft wanted to create. According to Paul Thurrott, Microsoft initially wanted to use a Qualcomm Snapdragon processor in the Surface Go, but Intel reportedly pushed Microsoft to choose the company’s Pentium Gold processor instead. This was probably a good call, a the performance of emulated Win32 apps on Windows 10 on ARM still leaves a lot to be desired.
