Windows 10: Unable to install .NET 3.5: 0x800f0922

Running Windows 10 Pro Build 18252, every time/method I've tried for installing .NET 3.5 has failed: Turn Windows Features On/Off, Dism, Downloaded Installer, Visual Studio installer.

I've tried the following solutions in various combinations/orders with and without reboots,
. Turning off the .NET 4.7 feature
. sfc /scannow
. dism /online /cleanup-image /restorehealth
. dism again supplying a valid sources folder
. lodctr /r
. clean boot
. wsreset
. clearing out the PendingRenames folder
. confirming the Read & Execute permission on the sxs folder

Computer is not part of a domain,
My account is a microsoft-account base administrator account,
Windows Insider Fast lane,
Developer mode is enabled

Windows 10 unable to install .NET 3.5

Hi.
Installing .NET Framework 3.5 is Windows 10 is achieved this way:

Right-click on the Start button and select Control Panel>Programs and Features

Select Turn Windows Features On or Off








Expand the .Net Framework 3.5 by clicking on the plus sign





Check the boxes that you require. Click OK. Reboot and it should be installed.

I try install .net many ways on windows 10 education but have always error 0x800F0922

DISM failed. No operation was performed.

I tried before some (few) times and had such error.
