Windows 10: Unable to remove Japanese language pack on Windows 10 Enterprise LTSC 2019

Hello, I have a machine running Windows 10 LTSC 2019 with three language packs installed: English (the original one), Chinese (installed from Windows update), and Japanese (also installed from Windows update). Recently I hope the completely remove the Japanese language pack from Windows, but it seems that it get corrupted and cannot be removed.


Symptoms:

1. Run "lpksetup /u", select Japanese (not the displayed language), click next, shows "Uninstall failed".


2. Run PowerShell command: "DISM /Online /Remove-Package /packagename:Microsoft-Windows-Client-LanguagePack-Package~31bf3856ad364e35~amd64~ja-JP~10.0.17763.1", and get the result:

An error occurred - Microsoft-Windows-Client-LanguagePack-Package Error: 0x800736b3
Error: 14003
The referenced assembly is not installed on your system.


What I have tried so far:

1. Ran "sfc /scannow": Windows Resource Protection did not find any integrity violations.

2. Ran "dism /online /cleanup-image /CheckHealth", "dism /online /cleanup-image /ScanHealth", "dism /online /cleanup-image /RestoreHealth": all of them said my system have no problem.

3. Mounted my original LTSC install ISO file (English) version, ran "dism /online /cleanup-image /RestoreHealth /source:wim:F:\sources\install.wim:1 /limitaccess", than tried to remove the language pack again: failed with the same error.

4. Installed offline Japanese language pack for windows 10 1809 (successful), than tried to remove it: failed with the same error code.


I hope some one from Microsoft can tell me how to complete remove the Japanese language pack.

Japanese Language Pack cannot install. Computer is Surface Pro 3

To get a better clarity about the issue, please provide the details below:

• Do you receive any error message?
• Did you make any changes prior to the issue?

Meanwhile, I suggest you to follow the steps below and check if it helps.

Step 1:

• 
  Press Windows + I keys on the keyboard to open Settings menu.
  
• 
  Click on Time and language in settings window.
  
• 
  Click on Region and language from left navigation pane.
  
• 
  Click on Add a language (+ symbol)
  
• 
  Select Japanese language pack.
  
• Now, click on Japanese language pack and click on
  Set a default button under the Region and language from left navigation pane.

Step 2:

• 
  Press Windows + X keys on the keyboard, select
  Control panel.
  
• 
  Type Language in the search bar located at the top right corner of Control panel and click on language.
  
• 
  Click on the Japaneselanguage pack on the Language window.
  
• 
  Click on Download and install language pack button under
  Japanese
  language pack.
  
• 
  Enter the administrator password if prompted.
  
• 
  Click on Save button.

Japanese Keyboard

Thank you for posting your question in the Microsoft Community.

Let us follow these steps and check if that makes any difference:

Step A: Remove the Language Pack.

1. Click on the Start button, go to Settings > Time & Language > Region &
   Language.
   
2. Click on Japanese Language and the click on Remove.
   

Step B: Re-add the Language pack.

1. Click on the Start button, go to Settings > Time & Language > Region &
   language.
   
2. Click on Add a Language >Select the Language (Japanese).
   
3. Once added, click on Options button, and select Add Keyboards to select Japanese keyboard.
