    Thanks for the tip. Now knowing where to look, I inspected the following key on the Windows 10 machine.
    HKEY_CLASSES_ROOT\Applications\photoviewer.dll\shell
    It contained the "print" sub-key but was missing the all-important "open" sub-key.

    I exported HKEY_CLASSES_ROOT\Applications\photoviewer.dll\shell from my Windows 8.1 machine to a REG file, compared it to the information you supplied and found it was essentially the same.

    I backed up the relevant key on the Windows 10 PC and imported the REG file. Long story short, "More apps" now shows "Windows Photo Viewer" as a potential replacement for Photos. I'm now able to easily set windows Photo Viewer as the default image viewer.

    thank you soo much for this! I was going nuts trying to figure this out! WPV worked great when I upgraded but couldn't find it on clean install. This did the trick!

    More than a year later & this thread is still helping folks.
    Just bought a new Win10 PC & got the photoviewer.dll to work once, by browsing to it, and then started getting the error message.
    Can not use this program to open this file, or some such thing.
    I copied the registry fix into a text file and changed the extension to .reg and applied it.
    All's good now.

    I can't get anything to work as Win10 seems to have "locked" the defaults for Photos app. Nothing I do will allow me to set Photo Viewer as default or even uncheck .jpg for example as a file type with Photos as default app. Any suggestions would be appreciated!!
