Windows 10: Unable to scroll down to bottom of page

I recently have been unable to scroll all the way down on pages. For instance, on a Reddit page of comments I get close to the bottom but can't get down far enough to click on the "back to top" bar. Also happens with email, when trying to forward I can't get down to the "send" bar. I've looked at format settings for Windows but nothing seems relevant, also went through all settings for my monitor (HP w1907, desktop computer). Had a recent update but not sure if problem coincides with it. Seems like a simple setting issue perhaps?

scrolling bad

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

Smooth scrolling is a feature available in Internet Explorer that allows you to scroll through a web pages smoothly, as the name of the feature suggests. If this is turned off, when scrolling through a web page, you'll notice that the scroll
bar slides down as if it's slightly delayed, but if this is turned on, the scroll bar slides down smoothly, without delay.
