Windows 10: Unable to Shutdown my computer! Second time this problem has occurred Windows 10

Second time I've had this issue. I shutdown my computer it shuts down, then automatically reboots. Over and over and over. NO I'm not hitting the REBOOT.

So i have to physically UNPLUG my computer to get it turned off.

No, I didn't do all the steps. I ran troubleshooters, both DELL's and Windows. I updated Windows to latest and greatest. I turned off fast start. Problems like this are are so frequent I have opted for a strategy of stop spending hours and hours debugging
MS's software. It is truly a productivity sink. I've got a work around: SHUTDOWN and unplug the machine. It is shameful that MS has come to this, but as I say, this type of problem happens so frequently I just don't have the energy to debug every one of these.

If you search, you will see this is a commonly reported problem. I simply report the issue hoping that MS will get a hint and fix the problem correctly.

Hi Oden. I'm Greg, an installation specialist and 9 year Windows MVP, here to help you.

Turn off Fast Startup at Settings > System > Power & Sleep > Additional Power Settings > Choose what Power buttons do > Change Settings Currently Unavailable > uncheck the box for Fast Startup, Save Settings.

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most
thoroughly.

If nothing else helps you can run a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This reinstalls Windows in about an hour while saving your files, apps and most settings, solves many problems while also bringing
it up to the latest version which you need anyway and by the most stable method.
