Windows 10: Unable to uninstall programs

I was trying to uninstall utorrent from "Programmes and Features" but the error that I received is "You do not have sufficient access to uninstall utorrent. Please contact your system administrator".
I tried uninstalling the program from "regedit" but I could not find my utorrent file there to uninstall it.
Please help me uninstall it.

Unable to uninstall a program

I have a program (Lumen Beta 2.0.51) that when I select to uninstall under Apps & features a pop-up window comes up asking me if I will allow the program to make changes to my computer. I select OK and nothing ever happens. I
have waited 5 minutes and have tried rebooting twice now with the same result each time. Is there another way to remove this program? It is photo editing software that came with my camera the Light L16. And side note, the software works fine. It just needs
an update that requires a clean install. Many thanks in advance!

You can also use Revouinstaller to remove it.

You can find Revo Uninstaller at Revo Uninstaller (freeware). Here’s a quick look at how to use Revo uninstaller.







Launch Revo uninstaller after installing, select the program you want to uninstall or search for it using the built in search tool.







Click the Uninstall button on the toolbar







This will start the uninstallation wizard for the particular program you selected. Revo uninstaller will go through a series of steps which include creating a system restore point, creating a backup of your Windows registry.







Then analyze the program and run its default uninstaller, click Yes when you see the above dialog. After the uninstall is completed, you have a choice of scanning modes to select from. What this will do is let you scan for any left over files, folders and registry
items from that particular program. Safe looks in the usual places, moderate in more advanced locations while Advanced does a thorough search throughout the entire computer. After selecting your choice, (I went with Advanced), click Scan.



After the scan is complete, you will see a list of registry entries left behind by the program, select them then click Finish to thoroughly remove the program from your system.



The default uninstaller should work for most persons, but for those troublesome programs, the Force Uninstall feature and advanced scanning options will give you more control.

 

Well I assume you are an administrator.

Are you able to do other administrative tasks, like create a new user and assign them to admin group?

Not sure what AV your are running, Have you tried Malwarebytes from Malwarebytes.com?

(Geek uninstaller is a reliable free program which I've used for a long time. If you prefer, you could try Revo Uninstaller).

Note: searching for the error message which you've helpfully posted gives a good number of results; not all of them appear to be successful, but you may find more to help if needed.
