Unable to Update Windows from 1803 to 1809 (Error code: 0x80070424)

• What is the make and model of the computer? (To check, type: msinfo32 in the Cortana search bar and hit enter.)
  

The error code 0x80070424 you described are related to the Services. Windows Update depends on these following services: Windows Update, Background Intelligent Transfer (BIT) and Cryptographic service.

I would suggest you to follow the steps mentioned below:

Method 1: Run Windows update reset components.

1. Press and hold (or right-click) the Windows logo button on the taskbar and then select
   Command Prompt (Admin). Select Yes when the User Account Control box appears.
   
2. Copy and paste each command:
   

net stop wuauserv

net stop cryptSvc

net stop bits

net stop msiserver

Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

Ren C:\Windows\System32\catroot2 Catroot2.old

net start wuauserv

net start cryptSvc

net start bits

net start msiserver

3. Close Command Prompt and check if Windows Updates are working.

Method 2: Repair in place upgrade.

I would suggest you to refer the Microsoft article on

Note: A repair upgrade is the simple process of installing a new build over the existing installation of Windows 10, using the Windows 10 ISO file. It replaces the broken operating
system files while preserving your personal files, settings and installed applications. However I would still suggest you to take a backup of your files and proceed with the installation.
