Windows 10: Unable to update from 1809 to 1903 with error 0x80070003

Hello,
For the past week I've been failing to upgrade my Windows 10 desktop from 1809 to 1903

The update process is always the same:
The update downloads successfuly, I restart the computer, It shuts down (with the usual update progress bar that gets to 100%). It boots up and then at 9% the update stops and it says: "Failure configuring Windows updates. Reverting changes. Do not turn off your computer". Then it boots up normaly to 1809.

I've tried the folllowing things:
1. Windows 10 Update Assistant - Same error
2. Deleting Windows Update files - Same error
3. I ran disk checks and Windows Update troubleshooter - Same error

I've looked at the "setuperr.log" (C:\$WINDOWS.~BT\Sources\Panther\setuperr.log) file and it always shows the following error at the bottom:

System information:

• Desktop: Windows 10 Home 1809
• CPU: Intel i5-4440
• RAM: 8 GB DDR3
• HDD: 1 Tb (300+ Gb free)

Update failed (0x80070003) from 1809 to 1903

Have you tried downloading an iso file, logging in, doing a clean boot, mounting the iso file, running setup.exe and NOT accepting updates as part of the procedure?

- make sure you have at least 30Gb free and no security software running. (Defender is ok- and Avast seems not to cause problems).

Device Manager is not relevant here.

The problem arises if there's something the upgrade procedure is not compatible with in some way.

Suggest you may have something installed or some hardware that Windows can't cope with in some way.
Please post specs of your PC and Windows upgrade logs.

My computer only has a C: drive, the D: drive is the optical drive. I don't have anything in it or any other storage device connected to the computer during the update.

I successfuly upgraded to 1903!

I looked in SetupAct.log and saw that Windows was copying files from the User folder. It failed copying Application Data\Microsoft\Forms and that caused error 0x80070003. I already knew that from the "setuperr.log". I moved the Application Data and its content to the desktop and tried to upgrade.

It worked!

I still don't know why Windows failed to copy that specific folder (which is empty and seems to be related to Outlook).
