Windows 10: Unable to update/install KB4552931 - Error 0x80073712 and KB4560960 - Error 0x80070002

For weeks now I've been unable to install updates KB4552931 and KB4560960. I've tried help in the forums which included resetting services and renaming update folders. I've tried manually downloading the updates all of which failed without error messages. And I've tried manually downloading the 2004 update which also failed without errors. I've tried the Windows Update Troubleshooter, which also said it fixed something but I'm still unable to update. I'm afraid I'm going to have to do a system wipe to fix this. I've posted in other forums on the same issue but no resolution yet.
