There's a lot of work to be done in your last reply, and our family are about to go away for the weekend. I'll tackle your suggestions and get back into the thread early next week, hoping that's ok.

    Okay.
    Have a nice trip.

For the Panther logs these need to be found:
    setuperr.log
    setupact.log
If they are not available please perform another upgrade to generate the Panther logs.

The setuperr.log won't upload, it's zero bytes in size.
    Attached setupact.log

The computer can be tuned up for the next upgrade and then if the upgrade fails the logs can be troubleshooted.

Zero Bytes for a file size just means there is no data in it, could also be it is corrupted. Need to try again.

My daughter's computer had a similar problem. Would not upgrade to latest ver from 1607. Tried all the upgrade methods. No joy. Finally decided to clean install. (her computer is legacy bios desktop, usb mouse/keyboard and a WLAN Ralink RT3090 PCIE card). We took off the wireless mouse/keyboard added wired mouse/keyboard ensured no other devices attached and tried the clean install from a bootable usb made from MicroSoft.

Failed with a BSOD Clock Watchdog Stopcode. That seemed to indicate a driver problem. As a guess I removed the WLAN card. Redid the install of Win10 and presto it sailed through and installed the latest ver. The computer now runs 1709 16299.192. Reinstalled the usb mouse/keyboard and the PCI-E WLAN. Had to hardboot windows before it saw the WLAN. Everything runs great now.

If you have a WLAN card the above might be something to try. Whether removing the card or just disable the driver for the card is all that's needed, not sure. I removed the card. Don't know if the above would have worked on just an upgrade as opposed to the clean install we finally did.

Anyway thought it might be useful info.

Ok, I'm back. Sorry for the delays. As well as trips away my wife also needs access to the limping computer so I don't get many opportunities to investigate.
In answer to the comment imediately above, I don't have any expansion cards installed, other than USB devices (including a WLAN USB stick).
I've uninstalled Rapport, McAfee, and Malwarebytes.
    Windows Defender is on.
    No drive is encrypted.
There is no other AV software present.
I've made a backup image of drive C: using Acronis (I know, a backup isn't a good backup until it's been proven to restore, but it's the best I can do).
The Driver Verifier utility looks rather daunting... do you want me to run this, or not yet?
I now have a bootable Windows 10 image from Microsoft on a USB stick.
Do you want me to now boot from the new image and give that a go?
If so, what will be my options after booting? I really want to update rather than do a clean install, since I have an application that is registered as a one-off, and cost about £800 ($1200) and really DO NOT want to loose that!!

Hi, as far as I can see on a quick scan, you've still do do the basic checks I suggested in #2

Please perform the following routine maintenance tasks:
From an elevated command prompt run
    chkdsk c: /scan

    If ok, please run
    SFC /SCANNOW

Post the results of these. If these fail, do not attempt to upgrade, but do do the other things following.

Please post a screenshot of your partitions using Minitool Partition wizard (free) (not Disk Management). Expand columns as necessary so all text is shown.

Sorry if I've missed that in scanning thru.

Thank you. I didn't see those as
    a. it's an unusual response
    b. zbook said the logs couldn't be read....

All those (SFC, partitions, chkdsk) look ok to me.

Is there a BIOS upgrade available? That's another factor that catches a few people out.

What exactly is the make/model of your PC?

    Developments!!
Earlier today I uninstalled Rapport, McAfee and Malwarebytes in readiness for the next step.
Bear in mind that throughout the last few weeks the pc has continually cycled through update/fail/restore old version.
I go to check the BIOS version, and find the pc has rebooted.
Log in, and it says "Hi" ...... then goes on to install..... then..... I'm at version 1709 !!!!
And I was preparing myself in the long term for a full clean rebuild.
I can only assume it was one of the McAfee/Rapport/Malewarebyes that was the issue.
Now all this is only 10 minutes ago, so very early days yet, but for now, fingers crossed.....
A massive thank you to all who have helped my, especially zbook for the uninstall advice on those 3 apps.
I really ought to wait a day or two before posting in case of further developments/degradation, but in the excitement of the moment........

Great. You'll find the advice in the tutorial I posted lists AV software. It's a standard recommendation.
