Windows 10: Unable to upgrade to Windows 10 - Getting 0x8007001F-0x2006 Error Message

I tried to upgrade to Windows 10 some time ago, but had to back off due to problems caused so am still on Windows 7 Pro. I have seen on CNET that it was possible to still upgrade free to Windows 10 so went to the Microsoft Download Windows 10 site at https://www.microsoft.com/en-us/software-download/windows10 and downloaded the Download Tool.


When executing, the process gets to about the 15% point in the installation, then fails with the 0x80070001F-0x20006 error code saying "The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation". I tried all of the Troubleshooting Tips that were contained in https://go.microsoft.com/fwlink??LinkID=528892 including removing any external devices, removing security software and other applications software, but no success.


Can anyone help me get this upgrade completed successfully?

Sorry for the slow response, i've been without internet for a while! I have tried doing an in-place upgrade as you suggested below, but I am still met with the same error when trying to install it. See below:





I think i'm going to try messaging JakeWell and see if he can help me attempt the technical route.

Hi All,

This is my first time posting on here, so apologies I have missed some information....

For the past couple of months my computer has been stuck on windows 10 Ver 1803 (Build 17134.706), and each time I have tried to update it, I am met with the following error message: "A current driver on your PC may be better than the driver we're trying to install. We'll keep trying to install."

It appears I have an almost identical problem to the one in this thread:
Can't Upgrade, Error 0x8007001F - 0x2006 and more, Stuck on 1709

I'm even met with the same update error once the update tries to install:
"The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation.

I have tried pretty much everything JakeWell tried in his post, but to no avail. However, later on in the post, he did manage to find the cause of his problem, and I believe I have the same issue. Many of the subkeys in the "Component Based Servicing" registry tree are either empty or completely missing. See below:





I have tried downloading an iso with the same version as my Win10 build and mounting the wim file using dism, and then exporting the missing subkeys, but when I try to import/merge them with my registry, I get the following error:





Any help with solving this issue would be much appreciated!

Yeah i'm pretty sure of it. The name of the ISO I downloaded was "windows10.0-kb4493464-x64", which is ver 1803 (OS Build 17134.706).





As I mentioned previously I believe the cause of the error is the missing registry keys within the "Component Based Servicing" tree (and probably elsewhere), one of which is the version folder. With the version entry missing, my guess is that windows is unable to tell which version is currently installed when it is trying to upgrade.
