Windows 10: Unable to upgrade windows 10 1803/1809 to 1903 0x800711C7 Error

Hi guys,


I can't upgrade windows 10 enterprise 1803/1809 to 1903. Feel like I've tried everything here.

Tried Windows Update. Doesn't work. [Fails to update during the reboot bit, and simply undoes changes]
Tried Windows Update/Upgrade Assistant. [Gets to about 23% during the reboot bit, and simply gives black screen telling me it's undoing the changes]
Tried Windows In-Place-Upgrade (using the Media Creation Tool). [Same as the Update/Upgrade Assistant above]
Tried disable Device Guard, Secure Boot, Virtualization Based Security [Same as the Update/Upgrade Assistant above]
Tried upgrade in clean boot mode but this doesn't work.

Error code is:

0x800711C7 - 0x2000A

The installation failed in the SAFE_OS phase with an error during PREPARE_FIRST_BOOT


0x800711C7 - "This program was blocked by Device Guard because it violates the code integrity policy installed on this system" - but Device Guard is disabled.


Any other ideas for resolve this problem?

Unable to upgrade windows, stuck on 1803, error 0x800700003

You may need to do a repair install of 1803 first to correct errors (if you have or can get 1803 install files) and then try 1809/1903 again. Otherwise, it sounds as if you may have to do a clean install as AddRAM suggests.

 

im running 1803 should i upgradebto 1809 or just go to 1903

I recommend you to directly upgrade to V1903 via ISO file.

Upgrading from Windows 1803 to 1809

Hi, I am currently running Win10 1803. Now I would like to upgrade to 1809. However, the Windows Update offers only 1903 version which I do not want to install yet. I specifically need to upgrade to 1809.

I went to download Media Creation Tool (Download Windows 10) but it also offers only 1903 version.

How could I upgrade to 1809 in the time when Microsoft pushes 1903 version only?

I would be very thankful if you could help me with this.
