Windows 10: unknown payment

hi, on 29th march 400 tl turkish lirea was taken from my credit card However this is not a buy ofme. It seems that my 4 year old child was trapped by the game liers and it was taken while he was playing on the computer. How can i take the money back?

not able to add payment option

i have a VISA ELECTRON card instead of just "visa". also it may not be an international debit card as it doesnt have the word "international" printed anywhere. could this be an issue?
