Windows 10: Unknown USB Device Port Reset Failed caused by usb c hub

When I plug in my USB c hub, my laptop surface laptop 3 does not detect it and it gives the error Unknown USB Device Port Reset Failed. I can see this error in the device manager under Universal Serial Bus controllers. I followed another forum and "Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time." I clicked restart and it was on a black screen for about 5 min and then I clicked the power button to turn it on i don't know why it did not restart.The USB drivers were reinstalled and I connected my USB

Just yesterday when I powered my computer on my mouse and keyboard were not working. So I unplugged all of my devices and and tried just plugging my mouse into the different USB ports until I found that only one of the seven ports I have are working. When
I finally got into Windows I was seeing the error code 43 Unknown USB Device (Port Reset Failed). I have been trying to fix the problem since yesterday by following all of the answers from other people with this error code and none of them have worked. If
you have any suggestions please let me know.
