Windows 10: Update 1903 Errors and Failures

I have repeatedly tried to get the 1903 update installed on a computer. It gets downloaded, starts the install process, gets through the first reboot and then fails on the next reboot at 60% complete. This has happened multiple times. The vast majority of times it yields error code 0xc1900102 which I take to be a driver error(s). The only other error I get is a 0x8007101 error which is infrequent and I haven't researched it. I have used several different software approaches to update the drivers, after the first one, no out of date/bad drivers have been reported. I have tried the ISO approach with the same result. I have disconnected printers, all USB devices, and disconnected the cat5 cable prior to starting the update from thumb drives. Each time it has failed and it takes between 20 minutes and an hour to get back to a bootable state. I have tried to stop this update from occurring several times and, once again, failed by playing around with regedit and other suggestions found on various Windows help sites. If I can't get the 1903 to work without reprograming with an ax is there a way to just stop the update from running? It happened again today. The smaller updates install perfectly. Cannot update to 1903

O_O thats a lot of steps. Starting in a few mins. Quick question though:
You list a set of instructions for "Windows 10 iso as an in place upgrade repair" with links, and then you included a box for "Routine troubleshooting steps" with 13 steps including links.

Which should I be following first?

PLEASE don't hate me for asking this as this just occurred to me. Should I try the update in Safe mode? I downloaded the MediaCreationTool 1903, but it wasn't successful in doing the update, nor was it successful in creating Usb install.
