    Update from 1909 to 2004 fails and rolls back. Error: 0xC1900101 - 0x30018


    I'm unable to update to version 2004 from version 1909 using regular Windows Update. I also tried Media Creation Tool > update. It updates until 99% then rolls back to the existing version.

    I end up with the message: We couldn't install Windows 10
    Error: 0xC1900101 - 0x30018
    Installation failed in the FIRST_BOOT phase during SYSPREP_SPECIALIZE.

    I've tried the following:

    - unplugged all USB devices
    - disconnected DVD-ROM drive
    - removed extra PC cards from machine
    - updated all drivers I could think of
    - disconnected network
    - clean boot of windows removed all extra startup services / programs

    - ran the Windows Update > Troubleshooter.

    - attempted this update several times.


    At first, I was running 1809 and was not able to update to 2004 directly via Media Creation Tool due to the errors listed above. I then tried to update normally through Windows Update and it installed the feature update to 1909, but after that it fails in the same way when trying to install 2004. So, in summary, I get the same failure error trying to update 1809 -> 2004, and 1909 -> 2004.

    From searching I learned that the error code could mean a device driver problem.

    I found this suspicious entry in setuperr.log:
    Error CONX 0xd0000034 Failed to add user mode driver [%SystemRoot%\system32\DRIVERS\UMDF\uicciso.dll]

    I don't have that file currently on my PC, and I don't know what it is.

    Here is the output of SetupDiag, which seems to indicate a different failure reason. I think SMConfigInstaller has something to do with .NET, so perhaps something in the .NET framework is messed up?

    Windows 10 Error code 0xc1900101-0x30018

    Same here, have tried it at least three times to no avail. Installation gives a BSOD after second reboot at 32% of installation (6% of apps and drivers). It tries to resurrect the installation, fails, and rolls back to original OS, Windows 7 Ultimate, in my case. On return to W7 it gives the dreaded error code 0xc1900101-0x30018. Will be following this thread to see if any possible solution arises.

    Edit: During one of my attempts, I unplugged the USB drive and the Wifi USB, this did not help unfortunately.
