Windows 10: Upgrade KB4493509，but got 0x80070003 error

During the upgrade, I have tried disable norton, but still didn't work.

Also, tried the method below, didn't work either.

sfc or DiagPackage.diagpkg didn't work either.

Problems while trying to upgrade to 1809, error code 0x80070003


I've tried many times over the course of two weeks and I keep getting the same errors. From the research that I have done, it seems that it may be video driver related. I updated to the latest Nvidia drivers and it didn't work.
