Windows 10: Upgrade of windows 7 Pro SP1 to Windows 10 fails (0xc1900101-0x20017)

I am trying to update from a windows 7 Pro SP1 (64bit) to Win 10 (1909)

Unsuccessfully...



Hardware: HP Z800 Xeon X5675 x2, 96.0GB ram


I have tried several times updating with "MediaCreationTool1909.exe" from this link:

Then I created a flash drive with the same tool, installed from that drive, but after reboot resulted in the same "0xC1900101 - 0x20017... SAFE_OS... During BOOT..."-error


I have since tried:

- migrated my C:\ SSD Raid-0 (2 disks) to a single SSD (no raid)

- disconnected all other disks and the previous SSD Raid boot

- disconnected all USB peripherals

- changed my RTX 2080ti to an older GTX Titan Z

- checked if my Intel RST version was recent enough (15.9.8.1050)


here's a link to the logs setuperr.log and setupact.log in the "$Windows.~WS\Sources\Panther folder:" (oldest) and "C:\$WINDOWS.~BT\Sources\Panther" (most recent)

There's also a "SetupDiagResults.log" which yields very similar output as Rick.

Did you try the list of quick fixes which include removal of third party AV.

0xC1900101 - 0x20017 happens every time I install.

If I recall correctly, this worked for most people.
